Balancing the FRONT Spoke Wheel 
                                                                                                         
                                                                       

1: Jack the bike up so that the wheel is off the ground.
                                                          
2: Spin the wheel slowly several times letting it come to a stop on its own each time.

3: Note where the wheel stops each time. If it stops at a different place each time, the wheel is balanced. You need to go no further.
                                  
4: If the wheel stops at the same place each time, the bottom of wheel is the heaviest part and is causing the out-of-balance. Take a piece of solid core solder (Available from you hardware store) about 1/4 ounce in weight and wrap it around the spoke opposite the bottom of the wheel. Put the solder wrap next to the nipple. Spin the wheel again several times and see where it stops. If it stops in a different place each time, you are finished. If it stops in the same place, repeat the process.
